The Jefferson County Inmate Population
The Jefferson County inmate population is broader than the current county jail roster. For county jail purposes, the main public facility is the Jefferson County Sheriff's Office correctional system in Beaumont, operated by Sheriff Zena Stephens. That system holds recent arrestees, people awaiting trial, county-sentenced inmates, warrant holds, bond holds, state-ready holds, and other accepted agency holds. Beaumont is also a corrections hub. The county contains TDCJ units and the Federal Correctional Complex Beaumont, so a search may need the sheriff roster, the TDCJ locator, or the BOP locator depending on custody status.
Counts rise and fall as arrests are booked, bonds are posted, cases are filed, and sentenced people transfer. A person arrested by Beaumont, Nederland, DPS, or another local agency may first appear in the Jefferson County jail tools. Once the case ends in a prison sentence, the record moves toward Texas Department of Criminal Justice systems. Federal prisoners are different again. They are not counted as county jail inmates once BOP custody controls the location.
Jefferson County Inmate Population Statistics
The most current county jail figures in the research come from the Texas Commission on Jail Standards population reports. The June 1, 2026 TCJS current population spreadsheet listed the Jefferson row with 1,268 beds and 986 people, or 77.76 percent of capacity. A separate Jefferson (P) row listed 496 beds and 347 people, or 69.96 percent of capacity. The TCJS incarceration-rate report listed a county population of 253,948 and an average daily population of 919 for the same report date.
| Measure | Figure | Source / Year |
|---|---|---|
| Jefferson jail total population | 986 | TCJS Current County Jail Population Report, June 1, 2026 |
| Jefferson jail capacity | 1,268 | TCJS Current County Jail Population Report, June 1, 2026 |
| Jefferson (P) total population | 347 | TCJS Current County Jail Population Report, June 1, 2026 |

| Incarceration rate | 3.62 | TCJS Incarceration Rate Report, June 1, 2026 |
| Persons processed | 36,984 | Jefferson County PREA compliance material, 2014 |
The TCJS population reports page is the state source behind these jail counts.
The TCJS source is useful because it separates jail capacity, daily population, incarceration rates, immigration-detainer reports, and other county jail oversight data.
Jefferson County Inmate Population Trends
Recent TCJS incarceration-rate data shows a steady Jefferson County jail average daily population during the first half of 2026. The rate moved from 3.66 on January 1 to 3.62 on June 1. Older Jefferson County PREA material gave a daily average population over 1,000 in 2014 and reported that 36,984 people were processed that year. That older figure is useful as history, while TCJS monthly reports are the better source for current jail population work.
| Report Date | ADP / Count | Notes |
|---|---|---|
| 2014 | Over 1,000 daily average | PREA audit, with 36,984 persons processed |
| Jan. 1, 2026 | 930 ADP | TCJS incarceration-rate spreadsheet, rate 3.66 |

Who Is in Jefferson County Custody
TCJS category data gives a custody mix, not a full social profile. On June 1, 2026, the Jefferson row included local pretrial felons, pretrial Class A and B misdemeanants, pretrial Class C misdemeanants, parole violators, parole violators with new charges, county-jail sentences, state-ready paper-ready inmates, and pretrial state-jail felons. The public roster and PDF also expose age, race, sex or gender, booking date, arresting agency, charge, bond amount, warrant number, and degree fields.
- Pretrial felony custody listed 335 male and 66 female local pretrial felons in the TCJS Jefferson row.
- County jail sentences listed 60 male and 21 female convicted felons sentenced to county jail time.
- State-ready holds listed 137 male and 34 female paper-ready TDCJ, ID, SAFP, or ISF inmates.
- Roster demographics included race, age, gender or sex, and physical descriptors in sheriff roster sources.
A roster-derived June 29, 2026 snapshot counted 895 entries with booking dates: 572 Black, 302 White, 19 Hispanic, and 2 Asian entries; 730 male and 165 female entries. That is not an official aggregate demographic table. It is a current-roster snapshot and should be read as a point-in-time roster count.
Jefferson County Jail Capacity
Current official data does not support calling the Jefferson County jail overcrowded. TCJS June 1, 2026 figures placed the Jefferson row at 77.76 percent of capacity and the Jefferson (P) row at 69.96 percent of capacity. The TCJS non-compliant jails page was checked during research, and Jefferson County was not identified on the current non-compliant list. That does not mean every jail condition question is answered. It means the current official population and compliance sources found in the research do not show a present overcrowding finding.
The county's older PREA material describes two maximum-security buildings with 186 beds. Official corrections content also describes high risk, medium risk, low risk, trustee, maximum security, administrative separation, discipline, protective separation, and special conditions. Those categories can affect housing, visitation group, and management, but the public sheriff profile inspected did not show a housing-unit field.
Jefferson County Inmate Population Laws
Texas law treats many jail and arrest records as public information, but not every field must be released online. Jefferson County publishes current custody through the sheriff inmate search, current inmates PDF, and daily/current arrests PDF. Older booking records, incident reports, and photos no longer displayed may require a sheriff records request. Active investigation exceptions, expunction, nondisclosure, juvenile rules, and redactions can limit access.
Key Texas rules:
Texas Government Code Chapter 552 presumes public access to government information unless an exception applies.
Texas Local Government Code Chapter 351 covers county jail responsibilities and minimum standards compliance.
TCJS Minimum Jail Standards set Texas county jail operation, supervision, classification, and construction rules.
Texas Code of Criminal Procedure Article 49.18 governs custodial death reporting.
Jefferson County State Prison Population
Three TDCJ facilities are physically in Jefferson County: Mark W. Stiles Unit, Larry Gist State Jail, and Richard P. LeBlanc Unit. They are state facilities, not county jail branches. Stiles has a listed capacity of 3,367, Gist has 2,276, and LeBlanc has 1,224. A person housed in those units is searched through TDCJ, not the sheriff roster. Those units may hold sentenced people from across Texas, so a Beaumont address does not mean the person was arrested in Jefferson County.
- State-ready
- A person sentenced or otherwise ready for transfer to TDCJ, but still held in county jail pending movement.
- TDCJ
- The Texas Department of Criminal Justice, the statewide prison agency for sentenced Texas prisoners.
- Detainer
- A hold or request from another agency that may block release even when local bond is posted.
Search Jefferson County Inmates
The official county jail roster is the Jefferson County Sheriff Inmate Search. Research found an OCV-powered roster with a Type to Search field, paginated roster cards, profile links, and booking photos where available. A later inspection found a notice saying the website inmate search was down and directing users to check the app or return later. That makes the official app, current inmates PDF, and current arrests PDF part of the real lookup chain.
The official inmate search page is the first roster source for current Jefferson County jail inmates.
The roster screenshot reflects the public-facing search path, while the PDF and app serve as fallbacks when the live web interface is unavailable.
- Open the sheriff's official inmate search before using any third-party jail site.
- Use the Type to Search field, with last name first when that is how the roster formats the name.
- Compare age, sex, race, booking date, and arresting agency when several entries look similar.
- Open the inmate profile to read the booking photo, arrest ID, charge, degree, bond amount, and bond conditions.
- If the web roster fails, check the current inmates PDF, daily/current arrests PDF, and the Jefferson County Sheriff's Office TX app.
- If the person has moved to TDCJ, BOP, or ICE custody, use that separate locator instead.
Jefferson County Jail Roster Lookup
The sheriff roster is for current county jail custody. It may show a booking photo and profile fields, while the current inmates PDF gives a scan-friendly list with charge, bond, warrant number, and degree columns. The daily/current arrests PDF is useful for very recent booking movement. The current inmates PDF also warns that all data is subject to change and says bond or fees must be paid with exact cash, with 409-726-2540 listed for details.
| Field Label | Type | Required | Notes |

Jefferson County Inmate Record Fields
A public sheriff profile can show more detail than the PDF. The inspected profile included a booking photo, Arrest ID, Age, Sex, Race, Hair Color, Eye Color, Height, Weight, Booking Date, Arresting Agency, and charges. Each charge could show Description, Degree Code, Bond Amount, and Bond Conditions. The public sample did not show date of birth, address, Social Security number, cell assignment, medical details, full criminal-history narrative, court disposition, judge, or projected release date.
| Field | What It Shows |
|---|---|
| ArrestID | Local booking or arrest identifier in year-sequence format. |
| Name | Public roster name, often last name first. |
| BookingDate | Date and time booked into Jefferson County custody. |
| ArrestingAgency | Police, sheriff, DPS, or other agency credited with the arrest. |
| Charges.Description | Booking or arrest charge text, not a conviction. |
| Charges.BondAmount | Per-charge bond amount when posted, or N/A. |
| Image | Booking photo URL or a missing-image placeholder. |
Past Jefferson County Inmate Records
The sheriff roster is not a full historical archive. It is strongest for current custody and current booking profiles. For older booking records, incident reports, booking photos no longer visible, or records not exposed online, use the Jefferson County sheriff records request page. The request should include names, report number if known, incident date, approximate time, involved persons, type of incident, mailing details, and contact information. The page allows requests by email at records@jeffersoncountytx.gov or by official PDF form submitted by fax or email, and costs may apply under law.
The sheriff records-request page documents the official public-information route.
That request channel matters when a person has been released, when a photo is no longer on the current roster, or when the needed record is not part of the public jail list.
Jefferson County Jail vs Prison Search
Readers often search one system and miss the person because the custody type changed. County jail covers arrest, intake, pretrial detention, bond holds, warrants, short county jail sentences, and state-ready holds. TDCJ covers sentenced Texas prison and state jail custody. BOP covers federal prisoners from 1982 forward. ICE covers immigration custody through its own detainee locator.
| System | Who Is Covered | Where to Look |
|---|---|---|
| Jefferson County jail | Current county custody, recent arrests, warrants, bond holds | Sheriff inmate search, current inmates PDF, app, jail phone line |
| TDCJ | Sentenced Texas prisoners and state jail inmates | TDCJ inmate search |
| BOP | Federal prisoners from 1982 forward | BOP inmate locator |
| ICE | People in ICE custody or CBP custody more than 48 hours | ICE Online Detainee Locator |
Victims and family members who need status alerts can also use the Texas victim notification system linked from the sheriff Jail Info menu at TDCJ IVSS Counties.
Jefferson County Detention Facilities
Jefferson County has a large facility map for one county. The county jail tools cover Jefferson County Correctional Facility and the downtown jail component identified in deposit and TCJS data. TDCJ units in Beaumont hold sentenced state prisoners. The federal Beaumont complex holds BOP prisoners and uses federal lookup rules. Each facility page should be read by custody type, not by address alone.
- Jefferson County Correctional Facility holds county pretrial detainees, county-sentenced inmates, warrants, bond holds, and state-ready holds.
- Jefferson Downtown Jail is a county jail component identified by deposit Site ID 170 and a separate TCJS Jefferson (P) row.
- Mark W. Stiles Unit is a TDCJ male prison unit searched through the state locator.
- Larry Gist State Jail is a TDCJ state jail facility, not the sheriff roster.
- Richard P. LeBlanc Unit is a TDCJ pre-release facility searched through TDCJ.
- FCI Beaumont Medium is a medium-security BOP facility.
- FCI Beaumont Low is a low-security BOP institution with the adjacent camp population reported with it.
- USP Beaumont is a high-security United States Penitentiary.
- FPC Beaumont is the minimum-security federal prison camp associated with FCI Beaumont Low.
